Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Manager, Corporate Programs, Indigenous Relations. In this position, you will play a key role in working closely with the Indigenous Relations (IR) team, the Regulatory team, and the External Relations team to ensure the integrity of regulatory processes are being maintained as they pertain to IR. The Manager, Corporate Programs, Indigenous Relations will also ensure that outcomes necessary for compliance and regulatory purposes are achieved through the management of resources, the establishment and maintenance of positive internal and external relationships, and the application of best practices.
Key Responsibilities
- Work with the Director Indigenous Relations to understand department objectives, communicate priorities, and clearly define the Compliance program and associated expectations of the broader IR team, as well as plan to achieve MBA compliance and regulatory reporting requirements.
- Act as IR interface with the internal Borealis team to advise and facilitate the flow of information.
- Provide leadership and technical guidance to others within the IR team regarding compliance reporting requirements related to Integrated Safety Loss Management System (ISLMS) Indigenous Relations Management Program, and Reconciliation Action Plan.
- Provide oversight to IR internal and external communications and community investment program.
- Responsible for preparing quarterly Business Reports and Board EHSSC reports.
- Provide technical guidance to IR team members on effective documentation of consultation and engagement activities for regulatory reporting purposes, coordinate the IR team to manage timelines and deliverables for IR regulatory filings (i.e. CER Condition 146, BC EAO Condition 10), and provide IR input into various other regulatory filings.
- Develop tools, systems, and processes to properly plan, implement, and assess the IR Regulatory Compliance program that effectively presents the overall engagement and consultation practices.
- Provide technical leadership on regulatory compliance requirements within the IR team, including information requests.
Qualifications and Professional Experience
- Post-secondary education in Indigenous Relations or related discipline, and a graduate degree in business or public policy preferred.
- Designations in social sciences, environmental sciences, dispute resolution, and economics preferred.
- At least 10 years of progressive experience.
- Experience in the energy industry/energy-transportation infrastructure sector.
- Competency in project management and workplace diversity and inclusion policies.
- Extensive relevant Indigenous Relations experience, including Indigenous and community relations advocacy & negotiation with multi-stakeholder groups related to new projects and ongoing business operations.
- Proven and demonstrated competencies, experience, and success with negotiating in the context of Indigenous rights, legislation, and governance (Indian Act).
- Experience working with Indigenous communities in British Columbia would be considered a definite asset.
- Familiarity with applicable government and regulatory requirements related to stakeholder engagement activities.
- Protocol understanding and capacity to apply to secure and maintain positive relationships with Indigenous communities and entities along the Trans Mountain corridor.
- A track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
- Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
- Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
- Proven organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fast‑paced environment.
- Commitment to inclusive practices and a willingness to contribute positively to a collaborative and supportive workplace culture.
Working Conditions
- Willingness and ability to travel as required.
- Must have a valid Class 5 driver’s license.
- May need to provide support outside of regular business hours and/or on the weekend.
