Trans Mountain is seeking a collaborative, motivated, and values-driven individual to join our dynamic team as Project Manager, Jet Fuel (Contract). In this position, you will play a key role in leading the safe and efficient delivery of the Jet Fuel Life Extension Program at Westridge Marine Terminal, from project definition through commissioning and handover. The successful candidate will demonstrate strong project management, stakeholder coordination, technical integration, risk management, and project delivery expertise, with the ability to work effectively within an active terminal environment and across multiple internal and external stakeholders.

 

Key Responsibilities

  • Act as the single point of accountability for the Jet Fuel Life Extension Project, overseeing scope, schedule, cost, quality, safety, risk, interfaces, and stakeholder alignment.
  • Advance the project through Trans Mountain’s Stage-Gate Project Delivery Model, from scope definition and design through regulatory readiness, construction, commissioning, and handover to Operations.
  • Review and validate the preliminary design package and establish clear scope, interface, and turnover boundaries between Major Projects and Sustaining Capital.
  • Lead the multidisciplinary owner’s team and coordinate Operations, Engineering, Environment, Health and Safety, Regulatory, Lands and Permitting, Stakeholder and Indigenous Engagement, Supply Chain, Project Controls, consultants, contractors, and equipment suppliers.
  • Develop and maintain key project deliverables, including the business case, project execution plan, basis of design, scopes of work, cost estimate, integrated schedule, procurement and contracting strategy, risk and interface registers, and Gate deliverables.
  • Establish project controls and reporting to monitor cost, schedule, progress, commitments, risks, changes, and overall project performance, taking corrective action as required.
  • Lead technical decisions and delivery of the Berth 1 loading arm, associated piping, mechanical, structural, electrical, instrumentation, control-system, and tie-in upgrades.
  • Accountable for procurement and contract management, including contractor performance, change management, vendor integration, long-lead equipment, and factory/site acceptance testing.
  • Ensure safety, environmental protection, quality, regulatory compliance, operational requirements, and constructability are integrated throughout design and execution.
  • Coordinate permitting, regulatory requirements, environmental obligations, marine and terminal interfaces, and stakeholder engagement.
  • Plan and oversee engineering, procurement, construction, tie-ins, outages, commissioning, start-up, training, operational readiness, documentation, and handover within an operating marine terminal.
  • Manage brownfield and operational risks, including aging infrastructure, tie-ins, temporary operating arrangements, constructability constraints, and concurrent terminal activities.
  • Provide clear, decision-oriented reporting and recommendations to project governance and senior leadership, ensuring actions, approvals, risks, funding, and resource requirements are effectively managed. 

 

Qualifications and Professional Experience

  • Post-secondary education in Mechanical, Chemical, Electrical, Civil, Petroleum, or related discipline.
  • Professional Engineer (P.Eng.) designation in a Canadian jurisdiction, or eligibility to obtain the designation within an agreed period.
  • Project Management Professional (PMP) designation or equivalent project management certification is preferred.
  • Minimum 10 years of progressive experience delivering complex capital projects in the energy, pipeline, marine-terminal, industrial, or midstream sectors, with accountability for project execution and contractor performance.
  • Demonstrated experience leading multidisciplinary engineering, permitting, procurement, construction, commissioning, and operational integration within an operating facility.
  • Experience managing brownfield piping, mechanical, structural, electrical, instrumentation, control-system, and marine-loading interfaces.
  • Experience managing consulting, engineering, equipment-supply, and construction contracts, including commercial changes, long-lead equipment, and vendor integration.
  • Strong knowledge of Stage-Gate governance, scope development, cost estimating, scheduling, risk and opportunity management, interface management, change control, project controls, quality assurance, and contractor oversight.
  • Experience with marine terminals, vessel-loading facilities, loading arms, hydrocarbon transfer piping, pressure-relief systems, or fuel-handling infrastructure is preferred.
  • Knowledge of marine, environmental, regulatory, and permitting requirements applicable to brownfield terminal projects is preferred.
  • Experience coordinating complex project interfaces, operational impairments, shutdowns, commissioning, and transition to sustained operations is preferred.
  • Demonstrated ability to make sound decisions, resolve cross-functional issues, communicate effectively with senior leadership, and manage competing priorities in a complex operating environment.
  • Demonstrated ability to build effective relationships and work collaboratively with colleagues and stakeholders across the organization.
  • Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.

Working Conditions

  • Willingness and ability to travel as required.
  • Must have a valid Class 5 driver’s license.
