Trans Mountain is seeking a collaborative, motivated, and values-driven individual to join our dynamic team as a Project Manager, Pipeline, Pacific Link (Contract). In this position, you will work closely with the Project Director to lead assigned internal resources and external consultants through the planning and development of the Pacific Link pipeline system. The role is accountable for integrating route development, engineering, construction planning, project controls, permitting, land, environment, Indigenous Relations, quality, safety, and commercial inputs into an executable project plan.
The successful candidate will work closely with key stakeholders to align scope, estimates, schedules, risks, execution strategies and stage-gate deliverables for assigned pipeline sections. This position offers the opportunity to contribute to a major pipeline development project from early planning stages through execution readiness.
Key Responsibilities
- Provide day-to-day leadership, direction and coordination to the multidisciplinary project team and assigned consultants.
- Develop, maintain and obtain alignment on the Project Execution Plan for assigned pipeline scope, including delivery strategy, governance, decision rights, interfaces and accountabilities.
- Work with the Pipeline Construction Manager to develop the Construction Execution Plan, construction spread strategy, sequencing, logistics, access, temporary infrastructure, resource requirements and execution readiness criteria.
- Lead the definition and integration of pipeline scope, including route development, crossings, tie-ins, valve sites, temporary workspaces, access requirements and interfaces with facilities and existing operations.
- Direct the development of fit-for-purpose estimates, schedules, risk assessments and execution plans that reflect route conditions, terrain, constructability, permitting, land access and construction methodology.
- Ensure stage-gate requirements and applicable project management processes are planned, completed and supported by deliverables of the required quality and maturity.
- Coordinate constructability, design, execution readiness and risk reviews, ensuring outcomes are incorporated into engineering, estimates, schedules, procurement strategies and project risk registers.
- Integrate engineering, procurement, construction, testing, commissioning and turnover strategies to achieve an appropriate balance of safety, quality, cost, schedule and risk.
- Ensure environmental, regulatory, land, Indigenous Relations, stakeholder, utility, access and permit requirements are incorporated into project plans and delivery decisions.
- Identify requirements for specialized external services and work with Supply Chain Management to define scopes, support procurement and establish clear performance expectations.
- Manage consultant and contractor performance against approved scope, quality, cost and schedule commitments, and resolve or escalate material variances and interface issues.
- Establish effective project controls, change control, risk management, reporting and decision-support practices for assigned pipeline scope.
- Maintain alignment with internal stakeholders, project partners and governance bodies through timely engagement, clear recommendations and disciplined follow-through on decisions and commitments.
- Lead issue resolution and decision development for route, constructability, access, schedule, commercial and execution matters that could materially affect project outcomes.
- Prepare and deliver clear reports, presentations and recommendations on project scope, plans, risks, readiness, performance and decisions required.
Qualifications and Professional Experience
- Bachelor's degree in Engineering, Construction Management, Project Management or a related discipline; an equivalent combination of education and relevant experience may be considered.
- Professional Engineer (P.Eng.) designation is preferred.
- Minimum 10 years of progressively responsible project management experience in the planning and execution of complex pipeline or linear infrastructure projects, including demonstrated leadership of multidisciplinary teams and external service providers.
- Demonstrated experience with pipeline route development, constructability, major crossings, access and logistics, contracting strategy, estimating, scheduling, risk management and stage-gate delivery.
- Experience managing major engineering and construction contractors and integrating technical, regulatory, land, environmental, Indigenous Relations, safety, quality and commercial requirements.
- Strong leadership, judgment, stakeholder management, communication and decision-making skills, with the ability to translate complex project issues into practical recommendations.
Working Conditions
- Willingness and ability to travel for regular field visits as required to proposed pipeline rout areas and project locations.
- Anticipated work allocation: approximately 80% office and 20% field visits, subject to project phase and business requirements.
