Trans Mountain is seeking a collaborative, motivated, and values-driven individual to join our dynamic team as a Senior Project Engineer, Marine Vapour Control System Upgrade Program (MVCSUP) & Westridge Marine Terminal Coordination. In this position, you will play a key role in providing technical coordination and engineering assurance for the MVCSUP while coordinating the planning, communication, and reporting of concurrent activities across Westridge Marine Terminal. The successful candidate will demonstrate strong engineering, project coordination, interface management, planning, communication, and stakeholder collaboration skills, with the ability to support safe, compliant, and coordinated execution within an active operating terminal.
Key Responsibilities
- Work directly with and support the Project Manager in delivering the MVCSUP, coordinating technical scope, engineering quality, interfaces, deliverables, and issue resolution within delegated authority.
- Coordinate multidisciplinary engineering through option development, FEED, detailed design, procurement, construction, commissioning, start-up, performance testing, and handover to Operations.
- Develop, review, and maintain engineering scopes, design criteria, bases of design, specifications, calculations, drawings, data sheets, technical studies, work packages, and engineering deliverable registers.
- Coordinate technical studies and option assessments related to Vapour Combustion Unit siting and configuration, Vapour Recovery Unit reliability upgrades, legacy system integration, emissions, capacity, constructability, and lifecycle reliability.
- Plan and facilitate design reviews, hazard identification and operability studies, constructability reviews, operability and maintainability reviews, and technical risk assessments; track actions to closure.
- Provide technical oversight of engineering consultants and equipment vendors, including review of deliverables, technical bids, vendor documents, technical queries, and deviations.
- Support cost estimates, schedules, procurement and contracting strategies, regulatory applications, risk registers, decision records, change management, and Stage-Gate deliverables with accurate engineering inputs and recommendations.
- Support construction and field execution by responding to technical issues, reviewing field changes and non-conformances, and verifying installed work conforms to approved design requirements.
- Support testing, pre-commissioning, commissioning, start-up, performance testing, training, turnover documentation, and operational readiness.
- Coordinate information across sustaining capital, environmental, integrity, Operations, security and emergency management, Business Readiness, Health and Safety, Regulatory, Supply Chain, Project Controls, and major project teams to support integrated planning and execution at WMT.
- Collect, validate, and consolidate progress updates, milestones, look-ahead activities, schedule changes, construction windows, outages, impairments, access requirements, resource demands, and key dependencies.
- Facilitate recurring WMT Activity Coordination and technical meetings, including agendas, materials, decisions, actions, and follow-up.
- Maintain an integrated view of WMT activities and identify conflicts, gaps, risks, dependencies, permitting constraints, operational impacts, and opportunities between concurrent work; coordinate resolution and escalate material concerns.
- Maintain core coordination outputs, including an integrated look-ahead, dependency and conflict log, decision and action register, meeting records, and consolidated status reporting.
- Maintain engineering and coordination records, including technical decisions, assumptions, deliverables, interfaces, actions, risks, issues, changes, commitments, and status reporting in accordance with document-control, technical-assurance, and management-of-change requirements.
- Support multiple concurrent strategic and urgent directives requiring Project Executive Leadership attention, coordinating initiatives from development through execution.
- Prepare clear communications for project teams and senior leadership, including project dashboards, technical recommendations, progress reports, strategic materials, and executive and governance reporting.
Qualifications and Professional Experience
- Post-secondary education in Mechanical or Chemical Engineering; another engineering discipline may be considered where supported by relevant process-facility and project-delivery experience.
- Professional Engineer (P.Eng.) designation in Alberta or British Columbia, or eligibility to obtain registration within an agreed timeframe.
- Project Management Professional (PMP) designation or other relevant project management training is preferred.
- Seven or more years of progressive engineering and project-delivery experience in the energy, pipeline, marine terminal, industrial, or midstream sectors, including multidisciplinary coordination through design, procurement, construction, commissioning, and operational handover.
- Demonstrated experience reviewing engineering calculations, drawings, specifications, equipment data, technical bids, vendor documents, field changes, non-conformances, and turnover records.
- Working knowledge of applicable engineering codes and standards, design assurance, hazard and risk reviews, management of change, quality control, document management, project schedules, milestone reporting, look-ahead planning, action tracking, interface management, and work coordination in an active operating environment.
- Strong facilitation, technical writing, organization, communication, analytical, problem-solving, and stakeholder-management skills, with the ability to prioritize multiple complex initiatives and communicate concisely to technical, operational, management, and executive audiences.
- Proficiency with Microsoft Office and related systems, including Excel, Word, PowerPoint, Outlook, SharePoint, Power Automate, Power BI, and Visio.
- Experience with marine terminals, vessel-loading facilities, vapour recovery systems, vapour combustion units, emissions-control technologies, hydrocarbon processing, process systems, rotating equipment, piping, instrumentation and controls, combustion systems, or brownfield modifications is preferred.
- Experience supporting regulatory applications, environmental studies, air-emissions modelling, noise and vibration mitigation, stakeholder-facing technical work, outages, tie-ins, acceptance testing, commissioning, and transition to sustained operations is preferred.
