Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Senior Quality Assurance (QA) Advisor, Pipeline, Pacific Link (Contractor). In this position, you will play a key role in providing quality assurance leadership and independent oversight for pipeline engineering, procurement, fabrication, and construction activities across the Pacific Link project. The successful candidate will demonstrate expertise in quality management systems, contractor and supplier quality assurance, audit and surveillance programs, non-conformance management, and pipeline construction quality controls. This position offers the opportunity to influence project quality performance, support regulatory and contractual compliance, and help ensure the successful delivery and turnover of critical pipeline infrastructure.

 

Key Responsibilities

  • Develop, implement, and maintain the Construction Quality Management Plan and associated quality assurance processes for pipeline delivery activities.
  • Provide quality leadership and guidance to project teams, contractors, suppliers, and stakeholders, ensuring alignment with contractual, regulatory, code, and company requirements.
  • Evaluate contractor, subcontractor, consultant, and supplier quality programs, plans, and procedures to verify compliance with project quality expectations.
  • Support procurement, contractor onboarding, mobilization readiness, and bid evaluation activities by establishing and communicating project quality requirements.
  • Review Inspection and Test Plans (ITPs) and coordinate risk-based inspection, surveillance, and quality assurance activities across fabrication and construction work fronts.
  • Provide quality assurance oversight for pipeline construction activities, including materials management, welding, non-destructive examination, coating, pressure testing, traceability, and installation activities.
  • Develop and execute quality audit and surveillance programs for contractors, suppliers, fabrication facilities, and construction sites.
  • Lead or participate in audits, assessments, readiness reviews, and assurance activities, and monitor corrective actions through effective closure.
  • Manage non-conformance reporting processes, including disposition reviews, corrective action plans, root cause investigations, and trend analysis.
  • Monitor quality performance indicators and communicate emerging risks, lessons learned, and improvement opportunities to project leadership and stakeholders.
  • Oversee quality record requirements, turnover documentation, traceability systems, and mechanical completion packages required for commissioning and operational readiness.
  • Prepare quality reports, dashboards, presentations, and assurance summaries supporting project governance and decision-making.

 

Qualifications and Professional Experience

  • Post-secondary education in Engineering, Welding Technology, Materials Technology, Construction Management, Quality Management, or a related discipline; an equivalent combination of education and experience will be considered.
  • Minimum 10 years of progressive experience in quality assurance, quality control, inspection, construction, or related roles within the pipeline, energy, industrial, or major infrastructure sectors.
  • Demonstrated experience providing owner-side or independent quality oversight for pipeline construction projects.
  • Strong knowledge of pipeline construction practices, including materials management, welding, non-destructive examination (NDE), coatings, hydrostatic testing, traceability, and records management.
  • Extensive experience developing and implementing construction quality management plans, inspection and test plans, audit programs, surveillance plans, and quality assurance frameworks.
  • Strong understanding of CSA Z662, pipeline regulatory requirements, applicable industry standards, and quality management principles.
  • Demonstrated experience leading audits, conducting quality assessments, facilitating root cause investigations, and verifying corrective action effectiveness.
  • Ability to review and interpret engineering drawings, specifications, procedures, inspection reports, material test records, and quality documentation.
  • Experience coordinating inspection teams, independent inspection providers, and contractor quality personnel is considered an asset.
  • Professional certifications such as Quality Auditor, API 1169 Pipeline Construction Inspector, Welding Inspector, or equivalent quality-related credentials are considered assets.
  • Strong judgment, independence, and the ability to effectively challenge non-conforming work and escalate material quality concerns.
  • Proficiency with Microsoft 365, SharePoint, quality management systems, inspection databases, document control systems, and action-tracking tools.
  • A track record of delivering high-quality work, managing competing priorities, and supporting key business processes or operational functions.

Working Conditions

  • Combination of office-based quality planning and reporting work, with regular travel to construction sites, fabrication facilities, supplier locations, and other project locations.
  • Valid Class 5 driver's license.
  • Willingness to travel to project sites, fabrication facilities, supplier locations, and other project locations as required.
