As a Senior Regulatory Advisor with the Indigenous Relations Team at Trans Mountain, you will have the opportunity to work with a progressive and fast-paced group of Indigenous Relations and Regulatory experts supporting operational activities for the Trans Mountain pipeline system. This position is based in either our Calgary or Burnaby offices.
This position will maintain and conduct regulatory processes and records for applications and filings under the CER, PHMSA and other Regulators, and associated compliance activities. This position will also track and assess new or changing regulatory initiatives, rules, and regulations/legal requirements and maintain communication with regulator(s).
Responsibilities
- Coordinates, oversees and tracks all Indigenous referrals (permitting, regulatory, non-regulatory) and condition filings with a comment/review period to create a centralized process for the Indigenous Relations Team (IRT).
- Supports pre-engagement and engagement on regulatory applications by assessing regulatory requirements, drafting pre-engagement packages, preparing Records of Consultation (ROCs) and preparing engagement and compliance summaries to be filed with the regulator.
- Drafts regulatory condition filings and coordinates reviews on behalf of the Indigenous Relations Team to complete filings, including but not limited to TMEP BCEAO Condition 10 and CER Condition 146. Includes work back planning, the initial data pull, facilitating input from all internal teams, drafting content, and coordinating reviews and approvals.
- Coordinate and liaise with all internal teams to respond to Information Requests from the CER, BCEAO, BCER, Alberta Consultation Office, other Regulators and Indigenous communities.
- Reviews regulatory updates and filings and provides information to Indigenous Relations on regulatory developments to facilitate the timely flow of information between departments.
- May recommend updates to processes and plans to meet regulatory expectations. Communication of internal regulatory, permitting, and compliance documents, deadlines, and amendments across all teams and within the Indigenous Relations Team.
- Liaise, as required, with Regulators to facilitate Indigenous consultation and engagement requirements, and understand regulatory and permit conditions resulting from Indigenous engagement.
- Support Manager, Indigenous Relations, to provide strategic advice and guidance to the Indigenous Relations and Regulatory teams regarding policy and regulatory changes in alignment with UNDRIP, current case law, the TRC Calls to Action and Trans Mountain’s Commitment to Reconciliation
- Support Manager, Indigenous Relations, by developing regulatory and compliance work plans that will enable Indigenous Relations to effectively meet obligations as per legal and temporal parameters.
- Administer and maintain compliance trackers, including Borealis updates on MBA commitments, permit execution trackers, engagement and consultation trackers, and information requests.
Qualifications and Professional Experience
- Bachelor’s degree in Law, Environmental Studies, Economics, Business, or a related field.
- 10+ years of relevant professional experience in a related discipline.
- Additional qualifications such as certifications, designations, or specialized experience in economics, law, environmental science, or public policy are considered strong assets.
- A background in environmental and regulatory requirements relative to Indigenous engagement and federally regulated oil and gas operations in Canada (CER) is required.
- Direct experience or familiarity with regulation and the regulatory process in the energy industry (CER and FERC) throughout the asset life cycle. Experience in pipeline regulation would be preferred.
- Relevant experience in fields such as regulatory compliance, legal services, environmental management, or economic policy.
- Proficiency in MS Office – Word, Excel, PowerPoint, Outlook, etc.
- Strong analytical, problem solving, and organizational skills.
- Good communication and interpersonal skills.
- Collaborative and strong team player.
