Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Utility Relocates Coordinator, Pacific Link (Contract). In this position, you will play a key role in coordinating the identification, planning, design, approval, and execution of third-party utility relocations, protections, and modifications required to support Pacific Link project activities. The successful candidate will demonstrate expertise in utility coordination, stakeholder engagement, interface management, schedule and cost tracking, and infrastructure project delivery. This position offers the opportunity to work with utility owners, contractors, regulators, and project teams to support the successful delivery of a major infrastructure project while minimizing impacts on existing utility services.

 

Key Responsibilities

  • Coordinate the identification, assessment, and management of utility and third-party infrastructure conflicts associated with project design, access, construction, and permanent facilities.
  • Maintain utility inventories, interface registers, schedules, and tracking tools to support effective planning, coordination, and execution of utility relocation activities.
  • Coordinate utility locates, field investigations, surveys, records reviews, and conflict assessments with utility owners and technical teams.
  • Support the planning, review, and implementation of utility relocation, protection, modification, and temporary support solutions in collaboration with utility owners, Engineering, contractors, and other stakeholders.
  • Coordinate utility-related agreements, approvals, permits, reimbursements, access requirements, and third-party commitments with utility owners, municipalities, transportation authorities, and other agencies.
  • Maintain integrated relocation schedules aligned with engineering, permitting, land access, procurement, and construction milestones.
  • Track utility relocation costs, budgets, commitments, invoices, forecasts, and change requirements, escalating risks and issues where appropriate.
  • Coordinate meetings, reviews, correspondence, action items, and follow-up activities with utility owners, contractors, consultants, regulators, and project stakeholders.
  • Support construction readiness activities by confirming required approvals, access, permits, materials, notifications, and utility-owner requirements are in place before field execution.
  • Coordinate field execution activities and support the resolution of utility conflicts, service interruptions, field changes, and emergent conditions.
  • Monitor and track utility relocation completion, inspections, testing, restoration activities, acceptance requirements, and turnover documentation.
  • Maintain accurate records, agreements, approvals, drawings, costs, correspondence, and close-out documentation in accordance with document control and information management requirements.
  • Identify opportunities to improve utility relocation planning, coordination, reporting, and execution processes.

 

Qualifications and Professional Experience

  • Post-secondary education in Engineering Technology, Construction Management, Land Administration, Project Management, Utilities, Surveying, Business Administration, or a related discipline; an equivalent combination of education and experience may be considered.
  • Minimum 5 years of progressive experience coordinating utility relocations, third-party infrastructure, construction interfaces, land access, permitting, or related infrastructure activities.
  • Experience working with electrical, natural gas, telecommunications, water, wastewater, stormwater, or other public and private utility systems.
  • Demonstrated experience coordinating utility owners, municipalities, transportation authorities, railways, contractors, consultants, and multidisciplinary project teams.
  • Strong understanding of utility conflict identification, relocation planning, crossing requirements, permitting, agreements, construction sequencing, and project close-out processes.
  • Experience maintaining utility registers, schedules, cost tracking, action logs, approvals, and supporting project documentation.
  • Proven ability to review drawings, surveys, plans, and technical documentation to identify conflicts, risks, and interface requirements.
  • Strong planning, coordination, organizational, and problem-solving skills with the ability to manage multiple priorities and stakeholders in a fast-paced project environment.
  • Effective written and verbal communication skills, including experience preparing status reports, meeting minutes, correspondence, and decision-support documentation.
  • Proficiency with Microsoft 365, SharePoint, and project tracking tools; experience with GIS applications, CAD viewers, or utility mapping systems is considered an asset.
  • A track record of delivering high-quality work, managing competing priorities, and supporting key business processes or operational functions.
  • Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
  • Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
  • Proven organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fast-paced environment.

Working Conditions

  • Willingness and ability to travel to field locations and participate in site reviews, utility meetings, and construction support activities as required.
  • Must have a valid Class 5 driver’s license.
  • May need to provide support outside of regular business hours to meet project schedules, utility cutovers, or critical construction milestones.
